This position is the agency senior technical expert in the areas of energy engineering, integrated resource planning evaluation, renewable resources, electric company system design, operations and reliability, supply and demand-side resource acquisition, electricity infrastructure planning and design, and energy conservation potential evaluation. This position participates in policy development and rulemaking on energy company issues, Exercises significant authority requiring the consistent use of independent professional engineering judgment and responsibility regarding evaluation of high-level or highly complex energy company technical issues. Within the Regulatory Services Division, lead on technical evaluation of energy company filings and the most complex technical or regulatory analysis. This position represents the agency and the state of Washington at national conferences, meetings with technical associations and federal and state agencies, and before legislators.

REQUIRED QUALIFICATIONS: Five years' professional experience with increasing responsibility as a technical specialist developing, operating from, or evaluating energy company operations and maintenance practices; OR comparable education/experience. Ability to work effectively within the political environment. Act in the public interest and maintain the public trust. Maintain awareness of external environment. Ability to develop sound policies. Ability to communicate effectively and write clearly. Ability to build successful teams through integrity. Ability to break down, sort, and synthesize data and interpret complex information.

DESIRED QUALIFICATIONS: BA with focus on engineering, physics, mathematics, or related field. Licensed as a professional engineer. Knowledge of utility company system design, operations, and maintenance practices; statistical analysis of data; energy conservation program development, implementation and/or evaluation; electrical generation, transmission and interconnection technologies. Ability to apply professional technical judgment to analyze energy systems, complex engineering issues, economics and statistical evaluations; apply the highest level of ethical practice to develop quality analytical products.
