DESCRIPTION: . Skagit County is located in the northwest portion of Washington State, USA between Seattle, Washington and Vancouver, B.C. Canada. The majestic Cascade Mountains stand to the east, overlooking a fertile valley boasting a variety of agricultural crops. Running through the valley is the powerful Skagit River flowing westward toward the beautiful San Juan Islands. World famous tulip fields blanket the valley in the spring.  Flocks of Canadian geese, snow geese and trumpeter swans can be seen here in the winter.  Bald eagles soar overhead year round and great blue herons stand along the shorelines. Tourist opportunities abound in Skagit County. Our borders stretch from the glacial peaks of the Cascade Mountains to the coastal waters of Puget Sound. The Youth & Family Services Department comprises three major divisions: Juvenile Probation, Juvenile Detention, and the At Risk Intervention Specialist Program (ARIS). The Department’s approach is based upon research demonstrating that several risk factors make youth vulnerable to becoming involved in crime. These factors include mental health problems, a history of victimization, violence within the family, a lack of school involvement, and the availability of drugs within the youth’s neighborhood. While assuring that delinquent youth are held responsible for their criminal actions, Youth & Family Services delivers a wide range of resources which address the particular risk factors each youth is facing. The Department includes 60 FTE’s and has an amended 2008 budget of over $4.6 million.

Reporting directly to the County Administrator, the Youth & Family Services Administrator works with staff and various community agencies to preserve and protect the community from juvenile crime through detention, rehabilitation, and prevention programs. He or she directs department staff in their efforts to provide for the care and custody of both charged and adjudicated juveniles. Their goal is to reduce recidivism and to work with a multitude of agencies and contracted providers to prevent youth from pre-school age to age 18 from involvement in the criminal justice system. The Administrator defines the needs of staff, building, supplies, and equipment. He or she develops, implements, and monitors the department’s budget in accordance with these defined needs. The Administrator will make decisions on revenue sources and negotiates, monitors, and initiates the reimbursement process for contracts. The Youth & Family Services Administrator develops and carries out long and short-range goals and objectives to facilitate the mission of the department. He or she will consult with others in government and the community, such as judges, school districts, and police concerning the appropriateness of these goals. The Administrator will maintain a regular communications channel with the Board of County Commissioners, providing reports on the operations of the department and seeking guidance, assistance, and permission as needed.

A Bachelor’s degree in social science is required; a master’s degree is desired. Minimum of four years of management & supervisory experience in the field of Juvenile Court, Social Services or Corrections required.  Five years of experience working with at risk youth in a correctional, court or residential program preferred. An equivalent combination of education and experience may be substituted which provides the skills, knowledge and abilities to perform the essential functions of the position.
