This position serves as the executive officer of the County Board of Social Services executing the authority of the board as defined in NCGS 108A-14 and as Executive Director of Cabarrus County Human Services Departments, which include Veteran Services, Aging, and Transportation services. Position is appointed by the County Board of Social Services and will report to the County Board of Social Services and County Manager. The county is in the process implementing a “substantially equivalent” personnel system in accordance with NCGS 126-11. As Social Services Director, directs a team of program administrators that manages a staff of 250 plus employees in the delivery of agency services and provides leadership and direction for program development; establishes program standards and monitoring; and evaluates quality of service delivery systems. Supervises budget activities and is ultimately responsible for conflict/complaint resolution and staffing and personnel issues. Serves as the principle spokesperson for the agency relative to program issues. Requires a Master’s degree in social work and two years of supervisory experience in the delivery of client services; or a Bachelor’s degree in social work and three years of supervisory experience in the delivery of client services, one of which must have been in Social Services; or graduation from a four year college or university and three years of supervisory experience in the delivery of client services, two of which must have been in Social Services. An equivalent combination of training and experience may be considered. Master’s degrees in human service fields, public administration, and business administration will also be considered. Degree must be from an appropriately accredited institution. Must have or obtain a valid North Carolina Driver’s License upon employment.
